On Optimal British Columbia Log Export Policy: An Application of Trade Theory AgEcon

The log export policy suggestion by Dumont and Wright (2006) is critically assessed in an effort to determine if it is based on economic efficiency. The optimal log export policy for British Columbia is derived using two different models. The first model assumes that B.C. is a small open economy, and the second is a two country model that provides B.C. the opportunity to improve its terms of trade. In both cases it is shown that an optimal log export tax when a fixed lumber export tax exists can be characterized as a problem of second best. In that scenario the optimal log export policy is a positive export tax in both models. An Economic Analysis of Mountain Pine Beetle Impact in a Global Context AgEcon

The economic effects of the mountain pine beetle outbreak in British Columbia are simulated using a multi-region spatial price equilibrium model coupled with a stochastic dynamic updating procedure. The simulation captures expected changes in the B.C. timber supply, growth of plantation forests in the southern hemisphere and an escalating Russian log export tax. The results indicate lumber and log prices will rise in B.C., offsetting some of the economic loss to timber producers. However, on net producers in the B.C. forest industry will experience a decrease in economic surplus.

Not only are tigers threatened by deteriorating and declining habitat, but poachers continue to kill tigers for traditional medicine, decoration pieces and so on. Although international trade in tiger products has been banned since 1987 and domestic trade within China since 1993, tigers continue to be poached and Chinese entrepreneurs have established tiger farms in anticipation of their demise. Urban lakes located in arid environments require large quantities of water to maintain their water levels, with much of this water associated with high opportunity costs. Many of these lakes are manmade and provide various amenities to surrounding residents. In this paper we use matching techniques to recover the average capitalized value of lakes to surrounding communities and differentiate between community members and adjacent households to recover heterogeneous treatment effects. Importantly, we consider the role of both unobservable and observable features of matching to recover heterogeneous capitalization across lake communities. Farmer-based financing of operations in the Niger Valley irrigation schemes AgEcon

Multifunctionality, Agricultural Policy, and Environmental Policy AgEcon

In addition to supplying food and fiber, agriculture is a source of public goods and externalities. This article addresses two questions. First, do price and income support policies promote a multifunctional agriculture in an effective manner? Second, would policies targeted more directly at multifunctional attributes be more efficient than price and income support policies? The answer to the first question is no, at least for policies targeted at outputs (price supports, export subsidies, etc.). Public goods are not directly linked to production, but rather to land use and agricultural structures. Evidence in response to the second question is sketchier with respect to policies targeted at land.

A simulation of U.S. corn production compares four environmental policies for controlling agricultural nitrate pollution. Public uncertainty about key economic parameters are considered. Results indicate that policy choice is sensitive to commodity programs and the public information structure. Agricultural research benefits are also sensitive to agricultural environmental policy choices.

Following Weitzman (1974), there is ample theoretical literature indicating that choice of pollution control instruments under conditions of uncertainty will affect the expected net benefits that can be realized from environmental protection. However, there is little empirical research on the ex ante efficiency of alternative instruments for controlling water, or other types of pollution, under uncertainty about costs and benefits. The Environment and Directed Technical Change AgEcon

This paper introduces endogenous and directed technical change in a growth model with environmental constraints. A unique final good is produced by combining inputs from two sectors. One of these sectors uses "dirty" machines and thus creates environmental degradation. Research can be directed to improving the technology of machines in either sector. We characterize dynamic tax policies that achieve sustainable growth or maximize intertemporal welfare. We show that: (i) in the case where the inputs are sufficiently substitutable, sustainable long-run growth can be achieved with temporary taxation of dirty innovation and production; (ii) optimal policy involves both “carbon taxes” and research subsidies, so that excessive use of carbon taxes is avoided;...
